Mid-term evaluation
The Climate changes Spatial Planning (CcSP) programme officially started in November 2004 and will run until December 2011. The Mid-term evaluation (March-September 2007) should therefore be seen as an evaluation of the programme being at almost one third of its duration rather than midway, including the period 2004 until the end of 2006. The evaluation is an obligatory activity within the BSIK subsidy regulation. The scientific review is carried out by an scientific evaluation sub-committee (a selection of members of the International Scientific Advisory Council of the programme, ISAC) and an societal evaluation sub-committee.

 

Purpose and objectives
The purpose of the Mid-term Evaluation is to get insight in the progress of the CcSP programme in the years 2004 until mid 2007 in relation to mission and objectives of the programme.

Evaluation subjects include:

Scientific quality and progress of the programme

International embedding

Coherence of the programme content

Progress in achieving the socio-economic programme objectives

Innovation and valorisation of knowledge

Embedding of previous advice from the monitoring and advisory bodys of the BSIK subsidy regulation

Vision and strategy for the programme after termination.

15 July - 27 August 2007	Formulation of the concept independent Evaluation report
12 - 14 September 2007	Congress in which Projects present their results for the evaluation committee
September - October 2007	Fine-tuning evaluation report
October 2007	Formulation of Reply letter by CcSP board
30 October 2007	Evaluation report and reply letter are sent to Senternovem
October 2007 - May 2008	Senternovem and the Committee of WIse Men prepare advisory report for the Cabinet.
June 2008	Cabinet response to the CcSP programme

Results
The result will be an independent Midterm Evaluation report, accompanied with a reply letter on this report composed by the board of the CcSP programme. Additional to the independent Midterm Evaluation the CcSP programme has to prepare a midterm progress report. The midterm progress report will also be used as input for the independent programme evaluation.

 

The evaluation report en the midterm progress report will be sent to an advisory Committee of the Dutch cabinet. This advisory committee who will give a final advise to the Dutch cabinet about continuing the programme. This review will help the programme as well with insight for possible improvements.
